2024 Board of Director Candidates
Heather Cohen
My name is Heather Cohen. My son will be a 1st year Bantam. This will be our 6th year with the Freeze. I am seeking reelection on the Freeze BOD. When I was first elected, I really did not know what I was getting myself into. Serving the Freeze membership was an opportunity I did not know that I needed. In addition to my responsibilities as a member of the board, I have co-chaired the Freeze-Out. I am a Master Scheduler for the club, ensuring that our new Girls’ teams were effectively scheduled. In addition, I am on the Crisis Management committee. And, I have developed and facilitated the Captains Academy with our Associate Hockey Director, Mike O’Neil. I have tried to get to know as many families as I can by being approachable, present, communicative, and a good listener. I have prioritized being a liaison between membership and the BOD, often asking questions of those more experienced than me seeking to understand and be transparent as a club. It has been my entire pleasure to serve the Freeze and I hope to be given the opportunity to continue to do so.
Bradley Goehe
I am Bradley Goehe, and I have two children in the Frederick Freeze program, Christian, a first-year Squirt, and Abbey, a second-year Mite.
I have a background as a consultant for process improvement and automation. My focus was on improving how businesses operate and ensuring the “what” and “how” of a business is aligned with an organization’s values and objectives. I believe this background and focus on improvement and delivery can contribute to this organization. Combined with my MBA, that includes a concentration in business analytics, and extensive experience working with diverse groups to align and drive decision-making, I am confident that I can bring value as a member of the Freeze Board of Directors. It is quite apparent that this youth program has a mission to provide a positive experience through the sport of hockey to develop children, such as new sport skills, life skills, and to become successful athletes and kids. As my goals and values align with the program, I believe I have the ability to contribute to the organization’s strategic direction with the mission and vision in mind by working alongside other board members to collectively make decisions for the betterment of the program but also to help ensure every child has the opportunity to be part of the amazing community the Frederick Freeze has to offer.
David Harbin
I first held a hockey stick in 1985, just after Mario Lemieux came to my hometown Pittsburgh Penguins. I did not play organized ice hockey growing up as my family did not have the means to allow it. So I spent my youth on roller skates and later roller blades. My passion for the sport never waned, and I am now in a position where I not only play ice hockey as an adult, I can give back to the hockey community. I am blessed that my daughter has the same passion for the sport as I had as a child.
But it takes more than a love of hockey to be an asset to the board. I am a small business owner, with offices in Frederick and Hagerstown. I am an experienced attorney. I have served on other boards in the past and am currently president of a county bar association. I am well respected by my peers as well as our local judges. Litigation can be very adversarial but I am able to disagree without making things personal. I am proud of my reputation as a competent, ethical attorney and would be honored if given a chance to use my abilities to help the Freeze.
Tommy George
I am husband to Jamie; father to Graham (age 7, Freeze Mite Team 2), Ryan (age 5, Freeze Mite Futures) and Ethan (age 3).
I have served on Freeze / FYHA BOD from 2022 to present. While a member of the BOD, I have served on the Freeze Hockey Operations Committee - responsible for hockey operations, hockey staffing / coaching and hockey-related issues for the organization.
My hockey career started at Skate Frederick as a goaltender with the FYHA through midget hockey before departing to play junior and college hockey. I began officiating in Frederick at age 12, starting with USA Hockey games at Skate Frederick. I have since officiated in the American Hockey League for the last 19 seasons (2005-present), and also currently officiate in B1G (Big Ten - NCAA). I also have officiated in Hockey East (NCAA), ECHL and International Ice Hockey Federation (IIHF), including five NCAA Frozen Four National Championships, three IIHF World Championships, AHL Calder Cup Playoffs, and more. In February of 2014, I was selected to officiate the men’s hockey tournament at the 2014 Winter Olympic Games in Sochi, Russia.
Hockey has given me so much in my life. And, the Freeze / FYHA was the catalyst for so many opportunities in my hockey career. I look to use those experiences from my hockey career by giving back to the Freeze / FYHA, our players, our families and BOD. Ultimately, my goal is that we can provide similar opportunities in hockey to our Freeze players that were given to me because I was a member of the FYHA 20+ years ago. I am dedicated to providing a safe atmosphere and environment for our travel-level hockey players to learn the game, grow as players and individuals, and graduate on to higher levels of hockey.
I am Owner and Managing Partner of The Sports Advisory Group, a sports mergers and acquisitions advisory firm; and, hold a Bachelor’s Degree in Business Administration – Sports Management from Western New England College (’07).
I served as Executive Director / President of the Frederick Freeze (junior team) for 2014-2015 and 2015-2016, overseeing the team's day-to-day operations for two seasons.
Toby Heusser
I have been coaching ice hockey for about 16 years including head coach at Urbana High School and Good Counsel High School. Coach Toby was named MVHL Coach of the Year three times (2010-11, 2017-18, 2022-23). The Maryland Student Hockey League (MSHL) similarly honored him Coach of the Year in 2018-19. He was three times chosen to be a head coach in the MSHL All-Star game (2011, ’15, ’19). In 2022 he was Named WCAC High School Coach of the Year as he led the Good Counsel Falcons to the WCAC Championship game. He has also served as MVHL (Monocacy Valley Hockey League) Commissioner, and V. Commissioner (including 23-24) and MSHL (Maryland Student Hockey league) Vice President.
Coach Toby started ice skating around the age of 4 years old. In youth hockey, Heusser competed for the Tri-City Eagles and Howard Huskies. The Eagles, in their inaugural season (1993-94), advanced to nationals. At age 15, he scored a league-leading 62 goals and had 30 assists. He was regarded as a leader by his coaches and teammates and served as captain. In 1990, Heusser competed for a USA select team that spent two weeks in Finland, Sweden and the Soviet Union.
Two years later, Heusser was invited to a USA Hockey player development camp in St. Cloud, Minn. Campers included future Olympians. Heusser was a four-year starting wing for Towson (Md.) University’s Division I hockey team and received the Tigers’ Player’s Player Award his senior year.
In addition to playing ice hockey, Heusser played four years of lacrosse and football at Glenelg (Md.) High School. Following his high school graduation, he helped start Glenelg HS Ice Hockey team. On Feb. 21, 2020, he was inducted into the Glenelg HS Athletic Hall of Fame.
Coach Toby has worked for Frederick County Public Schools(FCPS) since 2006 and serves as Assistant Principal at Oakdale MS. Before becoming a public school educator and administrator, Coach Toby served as a deputy sheriff in Virginia.
As for coaching, I am a USA Hockey Level 5 coach and this is my 16th year as a coach. Besides coaching high school ice hockey, I have cached with the Victory Stars and this is now my 3rd season with Frederick Freeze. In addition, I have helped coach the FCA (Fellowship of Christian Athletes) hockey camp and other local hockey camps.
Angie Hulton
I am running as a returning board member and have over 10 years of serving on non-profit boards and in a Finance/Treasury function. I am a Certified Public Accounting (active license) and former audit manager with Deloitte. I am currently a Senior Reporting Manager for a large international company. During the last few years with the Freeze, I have formalized our internal control documentation and processes while improving our financial reporting and budgeting processes. My goal is to continue to strengthen our Finance & Treasury function and ensure that the organization has solid, best of class controls and oversight in place. This needs to be seamless so that as members "graduate" from the program, the knowledge /controls/processes will be easy to transition and understand for incoming members who oversee Finance/Treasury functions. My child has been with the Freeze for 11 years and I am committed to see this program grow and thrive in the future as coed and girls hockey continue to grow in the Frederick & surrounding areas.
Mark Macera
Current board member looking to continue the mission to improve the organization utilizing my playing, coaching, and professional background. The Frederick Freeze is all about the players and their families and I would like to be part of the team that strives to improve on their overall experience. I have an extensive hockey background as I played 3 years Professional, NCAA Division 1, Junior, and AAA growing up in Canada. My day job is leading North America Distribution & Logistics for a fortune 200 company responsible for strategic direction and enabling growth and my evening job is coaching my 15-year-old, Mason and 10-year-old Zachary.

Jo Mullendore
My professional background is in financial risk and compliance. I have served in various roles in youth hockey, from team manager to board rep. Our experience here in Frederick has been nothing but positive, and I am looking to give back to an organization that has come to mean a great deal to my son and family.
Kristin O'Neil
Dedicated to Frederick hockey for 19 years, I bring passion and commitment to the Freeze as a current board member. With my sons playing in Bantam and Squirt levels, as well as my husband's continued leadership of the Freeze as the Associate Hockey director, my involvement is personal and unwavering. As an educational leader, hard worker, and hockey mom, I strive to contribute and invest in the Freeze at all levels, ensuring its continued success and growth. I hope to continue serving my hockey family here at the Frederick Freeze.
Kevin Quick
As a former hockey coach and referee for my kids, I have many years of experience with the sport. My grandson has been playing for the Freeze since he was a Mite and he is now in his second year of Bantam. In addition to my hockey experience, I have 30+ years in management roles for my job. I believe I can apply my experience and passion for the sport to helping move the Freeze organization forward for the increased enjoyment of the kids and parents.
Allison Robertson
I am excited to introduce myself to the Freeze family beyond who I have already been interacting with. I am a new addition to the Frederick Freeze family and have been impressed with the development I have seen with my son in his first year with the program and look forward to staying here for years to come. Having kids in both of the Frederick hockey programs offers me the ability to highlight the growth available to them offered by the Freeze and I have already talked to a few families who have asked how the transition has been from Victory to Freeze. I think my personality, willingness to help, and professional background are traits that will benefit the Frederick Freeze for years to come and I look forward to seeing the program achieve new heights as the program continues to evolve.
Christina Smith
My name is Christina Smith and my son Justin Smith has been a Freeze goalie for the last six years. He loves hockey and has been playing since he was four years old. I am a very involved hockey mom who attends all of his games. I feel like I would be a well qualified candidate for a member of the board. I would love to be able to share my ideas to help build a stronger freeze program. I feel a quality program is built on strong communication and positive relationships between players, parents, and coaching staff. With my previous years of teaching experience, I feel like I am well experienced and qualified to work with these hockey players to help them develop their skills and promote teamwork.
Carla Stearle
As a mom of three children I have seen the benefits of youth sports and want to continue to support my children as they continue their journeys. I am an active duty pharmacist and have served as federal lead and project manager for several nationwide public health efforts. I look forward to continuing to serve the community in other capacities by supporting youth hockey in Frederick.
Josiah Storer
I have two players currently in the organization, one at the 8u level and the other playing 10u. At this point that has us locked in as Freeze families for the next decade. The Freeze program has been very good to us over the last few years and I view being a board member as a way I can give back. My professional background is in Marketing and Graphic Design with 15+ years of experience in various fields of printing and design. Currently I fill the roll of Creative Design Manager for KETTLER. My primary contributions over my last two terms on the board have been in the way of marketing and advertising campaigns for the Freeze. This has included both print elements at the rink and digital elements on social media and our website. If re-elected to my seat I would like to further expand these efforts as part of the larger recruiting and retention plans that the Hockey Director, Ops team, and board have and will continue to be implementing.
Ashley Waters
My qualifications for the Frederick Freeze board stem from a unique blend of professional expertise and community leadership. With 15 years of experience in program evaluation, business process improvement, and change management, I possess the analytical skills to assess the organization's current state and develop strategic plans for growth. My event planning, marketing, and production experience, honed through teaching roles at local colleges and Rotary Club leadership, translates to fostering engaging experiences for players, families, and the wider community. Furthermore, my dedication to public service, evident in my role as Senior Assistant Director of Housing and Human Services for the City of Frederick, reflects a deep commitment to giving back and making a positive impact. This aligns perfectly with the Freeze's mission of enriching the lives of young athletes. I have enjoyed filling a vacated seat on the board over the last ten months and look forward to continuing my service.
